Study on Supply Chain Perception, Practices, and Challenges to Global Human Rights Protocols in the Readymade Garments Sector

Background and Objective:
The Readymade Garments (RMG) sector in Bangladesh is a major export industry, primarily to the United States and the European Union. International concerns about labor conditions, safety, and environmental standards have prompted regulations and laws to address these issues. The Friedrich Naumann Foundation for Freedom Bangladesh (FNF) seeks to support a research initiative to understand the RMG sector’s readiness to comply with new rules and regulations, such as Germany’s ‘Act on Corporate Due Diligence in Supply Chain,’ which extends scrutiny beyond factory premises to the entire supply chain.

The study aims to identify the RMG sector’s challenges, opportunities, and constraints in meeting international requirements on business and human rights principles. The research will provide insights into areas of intervention necessary for adherence to these global standards.

Scope of Work and Deliverables:
• Review and Document Analysis: review relevant regulatory documents, statutes, guidelines, and reports from various stakeholders, including the Government of Bangladesh, BGMEA, ILO, and other local and foreign bodies.
• Survey Protocol and Data Collection: develop a comprehensive survey protocol, survey instruments, and interview guides in consultation with the FNF team. Primary quantitative and qualitative data will be collected through interviews with key stakeholders across the supply chain, including RMG entrepreneurs, producers, distributors, regulatory bodies, business associations, legal experts, and more

• Data Analysis: The collected primary and secondary data will be analyzed to gain insights into the current state of the RMG sector, its challenges, and its readiness to comply with global human rights protocols.
• Legal Analysis: analyze the German ‘Act on Corporate Due Diligence in Supply Chain 2021′ and related European laws to understand their implications for Bangladesh’s RMG sector.
• Report Writing: A detailed report will be developed, covering a literature review, analytical findings, and suggested interventions. The report will also include policy recommendations aimed at improving compliance with global business and human rights principles.
• Feedback and Finalization: submit a first draft of the report to FNF, incorporating feedback. The final version of the report will be prepared for dissemination.
• Dissemination: Findings will be presented in an in-person dissemination seminar and an online webinar to engage Bangladeshi and global stakeholders.

Certainly, the participation of NRT in this research activity offers several benefits and valuable lessons. Firstly, it grants NRT the opportunity to gain a comprehensive and nuanced understanding of the intricate dynamics between international regulations, human rights, and the RMG sector within the context of Bangladesh. Engaging in the entire research process, from data collection to analysis, strengthens NRT’s proficiency in comprehending labor conditions, legal frameworks, and the far-reaching policy implications involved. Collaborating closely with FNF and a diverse array of stakeholders not only cultivates essential partnerships but also elevates NRT’s visibility in the field.

Moreover, through disseminating the research findings in both in-person seminars and online webinars, NRT can further amplify its impact. This engagement contributes to positive societal transformations by advocating for workers’ rights and advocating for enhanced industry practices. The experience underscores the significance of employing effective research methodologies, embracing interdisciplinary cooperation, and strategically communicating findings for meaningful social research and impactful advocacy endeavors. Overall, NRT stands to gain enhanced expertise, expanded networks, and the satisfaction of driving positive change within the RMG sector and beyond.
